Asked by: Charlotte Nichols (Labour - Warrington North) Monday 22nd April 2024 Question to the Ministry of Justice: To ask the Secretary of State for Justice, what information his Department holds on the number of naloxone kits issued (a) within custodial settings in and (b) on release from HM Prisons in each of the last ten years. Answered by Edward Argar - Minister of State (Ministry of Justice) The information requested is not held centrally. Naloxone kits have been issued and maintained by individual healthcare providers across the prison estate and have not been supplied by the Ministry of Justice over the time specified in the question. From January 2024, His Majesty’s Prison and Probation Service (HMPPS) is coordinating roll-out of Naloxone training on a voluntary basis to prison staff. We will collate data on the use of Naloxone by HMPPS staff as roll-out and usage progresses. The information requested for opioid overdose reversals is not held centrally. In relation to fatalities, ONS data on drug-related deaths includes the number in which opiates are mentioned on the death certificate (which differs from the number of overdoses) – table 7 in this publication Drug-related deaths and suicide in prison custody - Office for National Statistics (ons.gov.uk). However, this only covers up to 2019, as it uses data from Coroner’s reports on which there is a considerable time lag. Furthermore, depending on the circumstances, an opioid overdose could be classed as a self-inflicted death or an ‘other: non-natural' death. The data showed that cumulative GDP growth in the UK since the referendum (change on 2016 Q2) through to 2023 Q2 of 8.2% was greater than that of Germany (5.7%) and Italy (4.7%) and slightly lower than France (8.6%). |

Asked by: Briggs, Miles (Scottish Conservative and Unionist Party - Lothian) Wednesday 17th April 2024 Question To ask the Scottish Government, in light of Scotland’s ageing population and reported projections by the Office for National Statistics that one quarter of Scotland’s population will be aged 65 or over by 2040, what consideration it has given to any changes that are required to the provision of housing to meet Scotland’s needs. Answered by McLennan, Paul - Minister for Housing We want older people to have choice, dignity and freedom to access suitable homes, built or adapted to enable them to participate as full and equal citizens. Our Housing to 2040 strategy sets out a vision for housing in Scotland. This includes all aspects of housing, including independent living for older people. As set out within Housing to 2040, we understand that accessible and adaptable housing is important in allowing people to live independently with no barriers to participation in daily life, work and community as well as future-proofing new homes to help avoid costly adaptations in future when needs may change. This is why our aim is that all new homes should be accessible and adaptable to suit the lifelong and varying needs of Scotland’s people. The Scottish Government works closely with local authorities in their role as strategic housing authorities. Local Councils are best placed to make decisions which reflect the particular nature and characteristics of their local area. On 29 June 2023 we launched a consultation on proposals for enhancing the accessibility, adaptability and usability of Scotland’s homes. The consultation closed on 21 December 2023. We are carefully considering the feedback received. |

Asked by: Lennon, Monica (Scottish Labour - Central Scotland) Monday 15th April 2024 Question To ask the Scottish Government what impact the COVID-19 pandemic has had on alcohol (a) consumption, (b) hospitalisations and (c) deaths in Scotland. Answered by McKelvie, Christina - Minister for Culture, Europe and International Development Public Health Scotland published a summary of evidence on the impact of the COVID-19 pandemic on alcohol consumption and harm in Scotland and England looking at data up to around 2021. This found that, overall, alcohol consumption decreased following the start of the COVID-19 pandemic. However, changes in drinking behaviours were polarised with some increasing their alcohol consumption and others decreasing . This was associated with drinking behaviour before the pandemic: those who increased their alcohol consumption tended to drink more before the pandemic, and those who decreased consumption tended to drink less. Over the COVID-19 pandemic, alcohol-related hospitalisations decreased, and alcohol-related deaths increased – potentially due to changing patterns of consumption and to the decrease in access to services over the pandemic. More recent data shows that:
It is not possible to know the extent to which these trends are attributable to the COVID-19 pandemic. However, increases in alcohol-specific mortality since 2019 are observed across many other countries including all 4 nations of the UK, other European countries, the US and Canada. It is widely observed, including by The Office for National Statistics, that these rises are likely in part to be the result of increased alcohol consumption during the COVID-19 pandemic. Public Health Scotland’s evaluation has found that the evidence points to minimum unit price having a positive impact on health outcomes. It is estimated to have cut alcohol consumption, alcohol-attributable deaths and likely to have reduced hospital admissions during the study period. |
